Application:
A fire hydrant is usually a unit of water utilities property that is provided for public fire-protection services. However during fire emergencies it is operated by members of the fire department rather than by a water utility personnel. The use of a fire hyrdant as a source of water for street cleaning, construction projects, or any purpose other that fire fighting is beyond the primary purpose for which the unit is installed. The use of hydrants in this manner should be rigidly restricted and control for use at times of fire emergencies.
